The Bologna Declaration (pdf, 24.3K) prescribes a number of measures to ensure a better rapport between the systems of higher education within Europe, including the implementation of a system of comparable degrees (bachelor, master, doctor.) The aim is to create a European area of higher education. Such an area will ensure mobility and availability on the job market, and will better the international competitiveness and appeal of European higher education on a worldwide scale. The European area of higher education should be realized by 2010.

The 'Decree concerning the restructuring of higher education in Flanders' (pdf, 418K) (only available in Dutch) is the implementation of the Bologna Declaration in the context of the Flemish higher education system. One of the key elements of this so-called regional decree is the collaboration between the universities and university colleges in Flanders by means of associations.
